Location Presentation


 Son La is located in the center of the North-Western region, with 250km of borders on Lao People’s Democratic Republic; and 320km distance from Ha Noi toward the North-Western.

Geographical location:

Son La province is located in the centre of the Northwest of Vietnam, bordered by seven provinces namely: Dien Bien, Lai Chau, Lao Cai, Yen Bai, Phu Tho, Hoa Binh and Thanh Hoa. Particularly, Son La shares a 250km-long borderline with Laos DPR.



With total natural area of 1,417,444 ha, Son La is the 5th biggest provincein the total 64 provinces in the country. The land in use accounts for 39.08%, the unused area 60.92%. The land fund in Son La is specifically distributed as following:

- Agriculture land: 823,216 ha

- Non-agricultural land: 48,233 ha

- Unused land: 702,740 ha


Population: 1,134,300. The population density was 80 people/km2.


Socio - economic situation:

GDP growth rate:  By end of 2013, GDP of Son La province reached VND9,102.4 billion. The proportion of agro-forestrysector raise 3.4%; industry and construction raised 7.9%; service raised 11.9%.

Domestic investment:  Since 2006, Son La has issued investment certificates for 142 projects with total registered capital of VND25,164 billion (implemented capital: VND8,000 billion), mainly on small and medium-sized hydropower plants, cement plants and some agricultural cultivation, animal husbandry and tourism.


FDI attraction:

As of 2013, the province issued investment certificates for 11 projects with total registered capital of USD165,56 million. In 2013, there was one new project with registered capital of USD180 million, and one project with increased registered capital of USD49 million. So, total newly FDI registered capital and increased capital in Son La in 2013 was USD49.18 million, making the province rank 29th in the country. 


Infrastructure system:

Roadway:  The roadway system on the whole province is 9,529 km in length, including:

- Six national roads with total length of 620 km: National highway 6, 37, 43, 279, 32B, 4G;

- 17 provincial routes with total length of 853 km;

- 105 district roads with total length of 1.754 km;

- 1480commune roads with total length of 5792 kms;

- 238 urban roads with total length of 228kms;

- Specialized Road include 25 routes with total length of 282 kms;


Inland waterway: The riverway system is 486 km in length:

- Da river is 416 km in length ( reservoir of Hoa Binh hydroelectric is 230 km in length, reservoir of Son La hydroelectric is 186 km in length).

- Ma river is 70 km km in length.

Air transport: Na San airport.


Treated Water supply and waste water treatment:

There is a water treatment plant in Son La city with capacity of 12,000 m3/day&night; Mai Sơn District water plant with capacity of 4,800 m3/day&night, and a water supply system for towns, residential areas and communes. Currently, a wastewater treatment project in Son La city, a water treatment plant and a waste water treatment project in Moc Chau urban area are under development.


Electricity supply:

Son La city and 11/11 districts (204 wards and communes) of Son La province have had access to the national grid system. Son La hydropower project with the largest scale in Southeast Asia is a new opportunity for Son La to outgrow. After completion,this project will create new potential for Son La to intergrate with the economy of the whole country.


Telecomunication network:

Telecommunications network has been upgraded and expanded. At present the mobile phone network covers the whole province, making it very convenient for domestic and international telecommunication by means of telephone orelectronic message. Broadcasting system is gradually modernized. The whole province has 42 TV stations.


Financial and banking system:

Son La has many branches of commercial banks such as Vietnam Bank for Agriculture and Rural Development (agribank),Vietnam Joint Stock Commercial Bank for Industry and trade (VietinBank), Bank for Investment and Development of Vietnam (BIDV), Vietnam Development Bank (VDB), Bank for Social Policies.

Credit institutions have network throughout the city and districts. In addition to the functions of capital mobilization and lending, these institutions do not only meet the requirement for investment development of various economic sectors but also meet the new standard services such as: deposit services, phone banking services, home banking; ATM ...


The system of healthcare and education:

Healthcare: Son La has 5 provincial hospitals, 10 district hospitals, and polyclinics in some centers of commune clusters. All wards and communes have healthcare centers. The rate of hospital beds per ten thousand people is 17.5, and  therate of doctors  per ten thousand people is 5.3.

Education - Training:Junior secondary education is popularized in 100% of communes. The province has 01 university, 02 colleges, 01 technical and economic high school, 01 art high school and 01 vocational school.


Potential for development:

Mineral: Son La has more than 50 mineral mines and pits, many of which are precious mines such as nickel, copper in the Phuc - Muong Khoa mountainous village (Bac Yen); talcum in Ta Phu mountainous village (Moc Chau district); manherit in Phung mountainous village (Mã river); coal inSuối Bàng commune (Moc Chau district) and Quynh Nhai district and other precious minerals such as gold, mercury, iron that can be exploited to develope the mining industry in the near future. Especially with sources of limestone, clay, kaolin with large reserve and good quality,the province has potential to develop industries of  construction materials such as cement, high quality sand, construction stone, adobe brick, paving stones.

Forest resource: Son La has many kind of plants and animals which are very abundant and diverse. Son La Forests have many genetic resources of precious species and special used forests which are valuable for scientific research such as Sop Cop, Xuan Nha (Moc Chau), Ta Xua (Bac Yen), Co Pia (Thuan Chau).

Water resourse: Surface water resources of Son La province is about 19 billion m3, mainly from rainwater stored in two main river systems, namely Da River and Ma River.

- Da river is derived from Yunnan province (Chinese) with its basin area of 9844 km2 in Son La territory. It flows through Son La on a length of 250 km and the total amount of water flowing to Son La hydropower project is 47,6.109 m3.

- Ma River originates from Tuan Giao and Dien Bien - Lai Chau. Itpasses through Son La on a length of 93 km and has basin area of about 3,978 km2.

- Besides the two main river systems, Son La province also has 35 major streams and hundreds of small streams located on steep terrain with many waterfalls.

Land resource: The natural area of Son La province is the 5th biggest among 64 provinces in the country. The land being in use accounts for 39.08%. Fertile soil with thick layers and various types of soil allow the province to develope variety of plants and animals which produce high economic value. The unused land and area of streams, rivers accounts for 60.92%.

Land fund for development of long-term industrial crops such as coffee, tea, fruit trees is23,520 ha, for pasture to grow livestock is 1,167 ha.      

Tourism resource: Moc Chau plateau of Son La is renowned for its cool weather, very favorable for milk cow breeding, tea and temperate fruit trees plantation. It is now emerging as a major tourist complex in theNorthwest.

According to statistics, in Son La has 59 monuments, in which, 10 monuments have been ranked as national monuments, 29 as provincial monuments.

- Industry (until 2020):

+ Mining and mineral processing;

+ agricultural and forestry products processing industry;

+ Development of industrial parks, industrial clusters, urban areas and commune centres


Agriculture, Forestry, Fisheries (until 2020):

+ The province encourages projects which use new varieties to give high yield and high quality products, especially projects that use biotechnology in the production, preservation and processing of agricultural and forestry products to reduce costs and improve competitiveness. Investors are encouraged to develop economic inter-regional forestsin association with processing and selling the products.


Trade, Services and Tourism:

+ The province will create the most favorable conditions in terms of geographical location and land area to form a system of large supermarkets in Son La City, the urban areas of Moc Chau, Mai Son, sales agents in towns, communes and residential areas; to develop border economic zones; to maintain some traditional markets in residential areas in order to exploit the strengths of local advantageuos products; to mobilize all resources to invest in infrastructure of the Moc Chau National Resort  under many investment forms such as BT, BOT, BTO, PPP ....


Investment incentives:

Apart from the Central Government’sincentives, Son La also offers its own incentivesto projects of large-scale cattle rasing and rubber plantation as follows:

- Support (under various forms like direct support, loan interest rates) is given to projects of baby male cattle production, cattle shelter construction, cattle care, agricultural promotion, pasture growing etc.

- Rubber plantation: Individuals, households, organizationswho contribute their land use rights to rubber plantation projects shall receive financial support.


Economic zones and industrial parks in the province:

Mai Son Industry park

Total area: 150 hectares; 1st phase (from 2007 to 2010): 63.7 ha,in which electronic industrial zone: 3.95 ha; construction material zone: 11.19 ha; agricultural processing zone: 12.54 ha; Other industries zone: 6, 11 hectares; Warehouse zone: 4.11 ha.

Location: Muong Bang commune, Mai Son district, Son La province.

Social Infrastructure facilities: Public Works and Services facilities (in a separated area of 4,000 m2).

Industries calling for investment:Agricultural products and foodstuffs processing; construction materials, mechanical engineering, garments and some others

Status: the IP is under process of infrastructure development
