Introduction

 

Geographical location:

Yen Bai is a mountainous province, located between Northwest – Northeast and the Central region; bordered by Tuyen Quang and Ha Giang provinces to the Northeast, by Phu Tho to the Southeast, by Son La to the Southwestern, by Lai Chau and Lao Cai to the Northwest.

 

Area: 6,886.28 km2.

The whole province has nine administrative units, including districts of Tram Tau, Mu Cang Chai, Van Chan, Van Yen, Luc Yen, Tran Yen and Yen Binh; Yen Bai city and Nghia Lo town, with 180 communes, wards and towns.

 

Population: ~765.688 people.

Yen Bai province has abundant human resources. The number of people in working age is 414,000. The rate of trained labor is expected to reach 45% by year 2015. This fact shows that the quality of local human resources is gradually improved to meet the needs of the labor intensive projects such as textiles and garments, leather footwear, assembly of automobiles and motorcycles; and electronic components assembly.

 

Socio - economic situation:

 

GDP growth: 9.63%

 

Ex-import and commercial situation:

Estimated export turnover: USD 4,219,700;

Estimated import volume: USD581,700 (accumulated turnover: USD10,573,900);

Major imported products: garment materials, machinery, equipment and spare parts.

 

FDI attraction:

As of 2013, the province issued investment certificates to 21 FDI projects with total registered capital of USD111.98 million. In 2013, newly registered capital was USD12 million/ 02 new projects and there was no capital growth projects. Yen Bai province ranked 38th in the country in terms of FDI capital attraction.

 

Infrastructure system:

Yen Bai is the transit province and the gateway for transport links, cultural exchanges with the Northwestern provinces, creating an extremely important role in the economic corridor among Kunming - Lao Cai - Hanoi - Hai Phong. The province possesses a wide transportation systems of road, rail, water, and air in the future, which is very convenient for passenger and cargo transportation to domestic as well as overseas areas.

 

Roadway: There are a number of National Roads (such as Roads #32, 32C, 70, 37) connected with the system of provincial roads, which are convenient for transporting materials and goods to IPs and ICs across the province. Especially, the Hanoi - Lao Cai Highway running through the territory of the province over a length of 80 km is under construction and expected to be completed by end of 2014. Once it has been put into use, it will reduce the distance between Yen Bai - Hanoi to 120 km, between Yen Bai - Lao Cai international border Gate to less than 130 km and between Yen Bai - Haiphong to less than 190 km.

 

Railway: The railway among Hanoi - Lao Cai - China runs through the territory of Yen Bai Province over a length of 80 km, which is very convenient for transporting passengers and goods.

 

Inland waterway: Yen Bai province has such inland waterways as: the Red River route (115 km long), the Chay River and Thac Ba Lake routes (83 km), very convenient for the development of river transportation. Currently, Yen Bai province is planning to build one port on the Red River in Van Phu commune, Yen Bai city, near the South Industrial Park.

 

Airtransport: Nga Quan military airport in Tran Yen district, north of Yen Bai city, is being planned to provide civil air transport services in the period 2015-2020.

 

Electricity supply: Presently, 100% of communes have access to the national grid, which meets the power demand for domestic use, business and production in the area. Unit price of electricity is in accordance with general regulations conducted through out the country.

 

Water supply: The water supply system covers all urban centers, industrial parks and clusters. The current unit price of water supply in the area as follows:

- Treated water: 7500 VND/m3 (included VAT); untreated water: 3500 VND/m3. Cost of waste water treatment is equal to 5% of the treated water price (without VAT).

 

Telecomunication network: Internet and telephone network covers the whole province with 24/24h service. Broadcasting network coverage rate reaches 90% / residential areas.

 

Other infrastructure: Banking system: There are 05 branches of 05 banks operating in the province, namely Vietnam Bank for Agriculture and Rural Development; Bank for Investment Stock and Development of Viet Nam; Vietnam Joint Stock Commercial Bank for Industry; Vietnam Commercial and Technical Bank. There is also the Social Policy Bank, Development Bank and 17 people's credit funds in the Province.

 

Potential for development:

 

Mineral: Yen Bai province is rich in natural resources with a lot of mines and various minerals including some minerals with high volumes and high quality as linen, fenspad, white limestone, iron ore ...Especially, white limestone has the brightness of over 90%, reserves of more than 1 billion m3. The products made from stones of Yen Bai are very varied such as paving stones for construction; scarving stones; beads, super-fine powder (CaCO3) used as additive materials for the cosmetics products, rubber, plastic, paper ...

 

Water Resources: Yen Bai province has a steep terrain with many tributaries of Red River and Chay River. This is the abundant hydropower resources for the development of medium and small hydropower plants.

 

Land and surface-water resources: Currently, Yen Bai has formed concentrated agriculture and forestry cultivation areas to supply raw materials for the processing industries to increase the production value of goods for domestic market and for export:

- 413,000 hectares of forest, of which there are over 231,000 hectares of natural forests, 181,000 hectares of planted ones; annual output reaches over 250,000 m3 of various timber and more than 29 million bamboos, corks, bigger bamboos etc.;

- Tea cultivation area: ~12,000 hectares (tender tea leaves yield: 90,800 tons / year); cinnamon area: 22,500 ha (cinnamon bark yield: 4000 tons / year;

- Fruit trees area:  6,500 ha (fresh fruit yield: 27,000 tons / year;

- Cassava area: 15,000 ha (cultivation yield: 283,000 tonnes / year);

- Aquaculture areas: 2,600 ha (cultivating volume: 5,000 tonnes / year, aquatic products output: 1000 tons /year).

 

Tourism potential: To promote tourism, Yen Bai province continues making planning, investing and attracting investors to build eco-tourism resorts, such as:

- The 19,000ha Ho Thac zone with more than 1,300 large and small islands, and the 2,300ha terraced fields of Mu Cang Chai which has been included in the list of National Landscapes by the Ministry of Culture, Sports and Tourism;

- The Suoi Giang eco-tourism area on an altitude of nearly 1,400m with ancient specialtity tea trees of 300 - 400 years old, many native forests and the all-year-round fresh air (average temperature:200C-230C);

- The eco-tourism zone in Dam Van Hoi (Van Hoi Laggoon) and Dam Hau (Hau Laggon) in Tran Yen district; The hot mineral water tourism zone in Ban Hoc (Hoc commune), Ban Nhon (Nhon commune), Van Chan district;

- Muong Lo cultural eco-tourism zone in Nghia Lo town, etc. to preserve and promote the identity of ethnic community in the northwest, connect tourist routes along the national highway 32 from Phu Tho-Nghia Lo - Mu Cang Chai (Yen Bai) - Sa Pa (Lao Cai) to Nguyen Duong (China).

 

IP development potential:

Yen Bai has five industrial parks with total area of 794 ha, 03 of which are national IPs, namely: the Southern Industrial Park (400 ha); the Minh Quan Industrial Park (112 hectares); the Au Lac Industrial Park (120 ha); and 02 provincial industrial parks: Bac Van Yen Industrial Park (72 hectares) and Mong Son Indutrisl Park (90 hectares).Technical infrastructure of these industrial parks have been basically constructed.

Yen Bai province also has 13 industrial clusters (ICs) with a total area of 452 hectares. Two of the ICs are located in Van Yen district: the Industrial cluster west of Mau A Bridge with an area of 85 hectares; the Dong An Industrial Cluster with an area of 30 ha. Van Chan district has 01 industrial cluster: Son Thinh Industrial Park in with an area of 33.5 hectares. Tran Yen District has 03 Industrial Clusters: Bao Dap Industrial Cluster (14 hectares), Hung Khanh IC (15 hectares),  Y Can Industrial Cluster (15 ha). Luc Yen District has 03 Industrial Parks: Yen The Industrial Cluster with an area of 50 hectares, Tan Linh Industrial Cluster with an area of 26.5 hectares and Vinh Lac Industrial Cluster with an area of 71 ha. Yen Bai city has 02 industrial clusters: Au Lau Industrial Cluster (50 hectares) and Dam Hong Industrial Cluster (16 hectares). Yen Binh District has 01 Industrial Cluster: Thinh Hung Industria Cluster with an area of 25 ha. Nghia Lo town has 01 Industrial Cluster: Pu Trang Industrial Cluster with an area of 20.9 ha.

 

Investment attraction orientation:

Being a mountainous province and located far inland, Yen Bai provincial authority has always considered industrial development as a breakthrough to promote fast and sustainable economic development.

Since the 1990s, Yen Bai province has made plannings, established and develop industrial parks, industrial clusters and give priority to investment in these zones.

 

Investment incentives:

* Support for site clearance and ground  levelling:

 

- For projects in industrial parks of the province: The province shall support 50% of the compensation and ground leveling costs, applicable for the approved actual construction, production area, not for the area reserved for production expansion or area used for other purposes. The maximum support is not more than VND3 billion / 1 project.

 

- For projects located outside industrial parks of the province: If the investment project is in the field of processing of agricultural and forest products such as tea, cinnamon, wood, using advanced technology with investment capital of VND30 billion or more, it will be supported 50% of the cost of compensation and ground clearance; the maximum support is VND3 billion / 1 project, applicable for the approved actual construction, production area, not for the area reserved for production expansion or area used for other purposes.

 

- For investment projects in tourism sector (under the province's tourism master plan): The province supports 50% of the cost of compensation and ground clearance for the approved construction area; the maximum support is 3 billion / 1 project.

 

- For construction projects of 3-star or more luxury hotels: The province supports 50% of the cost of compensation and ground clearance for the construction area approved by the competent authorities; the maximum support is VND2 billion / 1 project.

 

* Support for infrastructure development:

- For projects in industrial parks of the province: The province developes technical infrastructure (electricity and water supply network, access roads) up to the border of Industrial Parks;

 

- For projects in the tourism zone: The province provides financial support for technical infrastructure development (electricity supply network, access roads) up to the starting point of the tourist resort.

 

- For projects in industrial clusters managed by district authority:

The amount of financial support shall be decided by the district People's Committees for specific projects.

 

* Financial support for local workers training:

The province provides financial support for investors who carry out job training for local residents and give them job opportunities in the investors’ project on a term of one year at shortest. The support is provided only one time at the rate of 1 million VND / person / training course (elementary level), VND2 million / person / training course (intermediate level), 3 million VND / person / training course (college level)

Financial support for investors’ commercial promotion activities:

- Support for building products brand (especially cinnamon, tea, rice, fine arts, gemstone paintings, post-processing white stones). The support amount is decided by the Provincial People's Committee for each specific case at maximum of VND100 million for a brand.

- Organizations and individuals carrying out investment promotion activities will be supported with the maximum amount of VND50 million/project if they successfully attracted foreign direct investment (FDI) projects which have registered capital of US$1 million or more in Yen Bai province.

- Establishments that have products for export and the directly exported goods worth USD0.5 million or more will be supported at the rate of VND50 million and not exceeding VND2 billion.

 

Economic zones and industrial parks in the province:

The Southen Yen Bai IZ:

 

Total area:137,80 ha. The IP will be expanded over additional 150 ha.

 

Location:Van Tien commune, Yen Bai city, Yen Bai province; bordered by the road from  Huong Ly port to Van Phu bridge to the north; by forest hills to the south; by Van Tien Commune People’s Committee Office Building and  a residential area to the west.

 

Infrastructure: has been fully developed;

 

Sectors calling for investment: Southern Yen Bai Industrial Park is the multi-sector IZ and is calling for investment in: production of construction materials; mineral processing; agricultural product processing; wood processing; paper, tea processing.

 

Land occupancy rate: There are 10 operating projects occupying 61.33 ha.

 

Mong Son IZ:

 

Total area: 806 ha (in which the mining and processing area: 406 ha);

 

Location: Mong Son Commune, Yen Binh District, Yen Bai Province

+ Bordering Thac Ba lake to the north and the south;

+ Bordering National Road #70 to the west (from Yen Bai to Lao Cai).

 

Infrastructure: has been fully developed;

 

Sectors calling for investment:

Exploitation and processing of limestone products: cement, natural stone, stone for construction and other products from limestone (CaCO3).

 

Land occupancy rate: there are 14 businesses licensed in limestone mining and preliminary processing. These products are later transported to outside for deeper processing to become stone powder, cement etc.

 

Minh Quan Industrial Park:

 

Total area: 112 ha.

 

Location: Quan Hoai Village, Minh Quan commune, Tran Yen district, Yen Bai province

+ Bordering the center of Phuc Loc commune to the north;

+ Bordering a residential area to the south;

+ Bordering the Red River to the east;

+ Bordering the national highway 32C to the west.

 

Infrastructure: has been fully developed;

 

Encouraged investment:

- Infrastructure development, including: ground leveling; roads system; water supply system; sewage and waste treatment system

- Mineral processing; chemical industry; agricultural and forest products processing.

 

Âu Lâu Industrial Park (Yên Bái province):

Total area: 118 ha.

 

Location: in Chau Giang 2 village, Au Lau commune, Yen Bai City, Yen Bai province:

+ Bordering the road from Au Lau leading to Quy Mong to the north;

+ Bordering a residential area of Dang Con village to the south;

+ Bordering the Red river to the east;

+ Bordering the highway Noi Bai – Lao Cai  to the west (under construction).

 

 Infrastructure: has not been developed.

 

Encouraged investment:

- Infrastructure development, including: ground leveling; roads system; water supply system; sewage and waste treatment system

- Electronics assembly; mechanical industry; consummer goods production; textile; beverage; crafts and fine art.

 

Land occupancy rate: There have not been any projects operating in the IP.

 

Northen Van Yen Industrial Park: 

Total area: 72ha.   

 

Location: in Cau Khai village, Dong Cuong commune, Van Yen District, Yen Bai Province

+ Bordering the provincial road Yen Bai – Khe Sang (leading to Lao Cai province) to the north;

+ Bordering the Red river to the south;

+ Bordering a residential area and agriculture land to the west and the east.

 

Infrastructure: has been fully developed;

 

Sectors calling for investment:

Processing of agricultural and forestry products (cinnamon, cassava, tea); wood processing; industrial alcohol processing; mineral Processing.

 

Land occupancy rate: Currently, there are 04 projects occupying over 20 ha.
