Location Presentation


- Bac Kan is a mountainous province, located in the centre of Viet Bac Province, the geographic coordinate is from 21o48’N to 22o44’N of latitude, from 105o 26’E to 106o 15’E of longitude. Bac Kan borders on Lang Son Province, Tuyen Quang province, Thai Nguyen province and Cao Bang province to the East, West, South, and North respectively.


- Bac Kan is on the belt road No.2 and national route 279 from Ha Long (Quang Ninh province) across Dong Mo to Binh Gia (Lang Son Province). Its route continues to Ra Market (in Bac Kan Province) then throughout Tuyen Quang, Yen Bai, Lai Chau, Dien Bien Phu and ended at Tay Trang Border Gate in Dien Bien Province. Thus, this route is the connection of Bac Kan to provinces in the northern mountainous midland region.


- Bac Kan connects to border gates in Cao Bang, Lang Son, Quang Ninh, Hai Phong, and Ha Noi by three highways. The distance is about 200 kilometers from Bac Kan to Huu Nghi International Border gate and Tan Thanh – Lang Son Border gate. The distance from Bac Kan town to Noi Bai Airport is 150 kilometers and is just more than 200 kilometers to Hai Phong Seaport by roadway.


- The Bac Kan town is 170 kilometers away from Ha Noi towards the north, about 200 kilometers away from Viet Nam – China border along the National Route 3 connects Ha Noi, Bac Kan, Cao Bang to Border gates with China. This is the important traffic route for social and economic exchange of Bac Kan with Ha Noi and other surrounding provinces.

Geographical location:


Bac Kan is a mountainous province located in the midland of the Northwest area. The territory of the province borders Cao Bang province to the North, Thai Nguyen province to the South, Lang Son province to the East and Tuyen Quang province to the West. Due to the high mountain terrain and the midland location, the goods exchange with large economical centers, seaports faces many restrictions. All the internal as well as external connections rely on the intercity roads. River transport is negligible because most of the network is located upstream with a lot of waterfalls. Railways and air transport currently are not presented. Those things, to a certain extent, affect the socio-economic development of the province.




Natural land area of Bac Kan is 486,842 hectares, of which agricultural land (including forest land) is 376,356 hectares, accounting for 77.3%. Non-agricultural land is 19,911 hectares, accounting for 4.1% and unused land is 90,575 hectares, accounting for 18.6%.




Bac Kan province has a population of over 300 million peoples, including the Tay, Nung, Dao, Kinh, Hmong, Chinese, San Chay, in which the ethnic minorities account for more than 80%. The average populationdensity is 62 people per km2. The rate of natural population growth is 1.1%.

The labor force ofBac Kanprovinceis abundant with about200,000workers. The currentnumber ofemployeesworking intheeconomic sectoris164,025. With this human resource, Bac Kan provincecouldcertainly supplysufficient workforcefor investment projectsin the provincewithlabor costcheaperelsewhere.


Socio-economic development situation:


Average economic growth rate has been maintained at a relatively high level comparedtothe national one with the proportion of industry-construction, services increasing and that of agriculture –forestry reducing,GDPper capitagoing up and the rate of poor households going down.

Bac Kan provinceis enriched with forest, tourism potential, and advantages for industrial processing of agricultural and forestry products. Along withother provincesinthe country, Bac Kan is stepping into industrialization and modernization process. The province has been promoting the achievements gained, summarizing lessons learned, along with its determination to maximize the internal strength to effectively exploit the local potential, seize opportunities, attract external resources to create new resources for socio-economic development, striving to become one of the mountainous developed provinces in the North.            


FDI attraction:


As of 2013, Bac Kan province had 07 FDI projects with total registered capital of USD17.91 million, ranking 61st in the country.


Infrastructure system:


Transportandinfrastructure: The National Road #3from Hanoi toTa Lung(CaoBang province)has beenupgraded, and now it isquite convenientfor goods transportation. The distance fromBac Kantothe Friendship internationalborder gateandTanThanh (Lang Son) border gate isabout 200km. The road distancefromBacKantown toNoi Bai International Airportand Hai Phong seaport is approx 150km and 200 km respectively.

ElectricityPower forhome consumption and production is supplied from the 110KV line of Thai Nguyen-Bac Kan-Cao Bang and the standby 35KV line from Tuyen Quang through Cho Don districtto Bac Kan town, which basically meet the needs of socio-economic development of the province.

Telecommunication:Currently, the telecommunication infrastructure in Bac Kan province is relatively good, ensuring smooth communication through out the country and to the world.


Potential for development:


Agriculture:     Natural land Bac Kan comprises different types of soil with thick layers, high content of dust.Especially some types of soil weathered from limestone is very suitable for cultivation of industrial and fruit trees.

Forestry: The natural forest area ofBac Kan is the largest among provinces in the Northeast (95.3%). The Bac Kan is situated between the two floral and fauna regions of the mountainous Northwest and Northeast. The forest here is a precious, rich and diversified natural resource which not only provides wood and forest products but is also one of the centres for conservation of precious animal and plant genes in the Northeast of Vietnam.

Tourism: Bac Kan has great potential for tourism development. One of the outstanding attractions is Hồ Ba Bể (Ba Be Lake), located inside Ba Be National Gardenwhich was recognized by ASEAN as ASEAN Natural Heritage, and by the State of Vietnam as Special National Historical Heritage. The province has set up a profile and submitted to UNESCO for recognition of Ba Be National Garden as a World Natural Heritage. In Bac Kan, there are 21 tourist attractions decorated with plentiful fauna and flora which comprises 417 woody species, hundred kinds of precious orchid and medicinal herbs, 319 animal species in which some species were entered Vietnam’s Red Book, and a big number of casto topography, caves, falls, creating an attractive tourist area, especially ecological tourism, a tourism trend being developed strongly domestically and internationally.

Minerals: There are 165 mines and ore spots in the province with big reserves of lead (70 mines and ore spots, 4 million tons), iron (13 mines and ore spots, 22 million tons), gold (17 mines and ore spots, 39 tons), limestone (150 million m3), white stone, rock crystal (460 million m3), clay cement (over 10 million m3), and antimon, titan, Kaolin, Silic, and so on.


Investment support:


- Investment projects in agriculture and forestry would receive support from 3PAD project (financed by IFAD):

+ Support for developing trade mark, product models.

+ Facilitate enterprises, farming households to participate in conferences, fairs to introduce new products.

+ Evaluate product quality; epidemic diseases prevention and treatment for plants and animals.

- The Agriculture-Forestry Investment Fund (APFI) of Bac Kan province supports investors up to 49% of the total project cost (but not exceeding 250,000USD), applicable to investment projects in agriculture and forestry (expiry date: 2014).

- Other incentives will be as stipulated in Law on Investment no. 59/2005/QH11 of the National Assembly, Decree 108/2006/NĐ-CP, Decree 108/2009/NĐ-CP and Decree 61/2010/NĐ-CP dated June 4th, 2010 of the Government.


Economic zones and industrial parks in the province :


The province has allocated land for development of industrial parks (IPs) and industrial clusters, including a cluster in Bac Kan provincial town, Bach Thong cluster and Chợ Đồn cluster.

The Thanh Bình industrial park in Thanh Bình commune, Chợ Mới district is 30 km distant from Bac Kan provincial town, near the National Road #3 Bac Kan – Hanoi. The total area under planning is 153.8 hectares, in which the area for use in stage 1 is 73.5 hectares and is fully occupied. The province is calling for investment in stage 2 to expand the park.
