 - Location is a prominent advantage of Lang Son. Although Lang Son is a mountainous province but the heigh is just 251m compared to sea level. Lang Son lies right inside the hollow trough which links People’s Republic of China to Viet Nam and ASEAN countries.

 

- It is 150km distance from the center of Lang Son to Ha Noi (takes 2 and half hours). And it takes three hours to travel to Nam Ninh – Quang Chau – Trung Quoc by car.

Introduction

 

Geographic location:

Lang Son is located between 107006'07 and 107021'45 east longitudes and between 210019'00 and 210027'30 north latitudes. The province borders Cao Bang province to the North, Guangxi province – China to the Northeast with a land border of 253 km, Quang Ninh province to the East, Bac Giang province to the South, and Thai Nguyen and Bac Kan provinces to the West.

 

Area:

Natural land area is 818,725 ha, in which agricultural land is 64,630.61 ha (accounting for 7.59%); land covered by forests (natural and planted forests)  172,635.01 ha (21.08%); specialized land 10,787 ha (1.33%); residential land 4,611.48 ha (0,56%); unused land and land of other types is 565,969.7 ha (69.13%). Land in Lang Son province is divided into seven regions and then into 16 geographic soil sub-regions which include 43 types of soil suitable to various plants.

 

Population:

The population of the province is 745,000. Urban population is 143,300 (19.22%) while rural population is 602,001 (80.7%). 

The population structure is young with a big number of people in working age. The number of people aged from fifteen and older is 490,6000, in which male ration is 50.16%, female ration 49.84%. The workforce structure in agricultural, forestry and fishing sector is 78.05%, in industrial-construction sector 4.65 % and in service sector 17.3%.

 

Socio-economic development situation:

Agricultural and forestry sector: Agricultural and forestry production has made good results with annual growth of 6.55%, in which agriculture gained 7.15% increase, forest 3.1% increase. The sector structure has been slightly transfered with agricultural portion standing at 78.4%, forestry portion at 21.6%. Food production has been improved with an increase in output from 29,898 tons in year 1995 to 37,100 tons in 2012 (up by 4.4% annually).

Industrial production: Industrial production value in the province area has marked an increase of VND40,112 million (accounting for 19.8% in GDP of the province), in which industrial production in the State sector values VND23,638 million (making up 58.9% of the growth of the industrial production of the province); the industry invested by the local Government and Central Government values VND19,876 million (49.6%), focusing on cement and chemical production. Industry invested by private sector focuses on construction materials and small-sized engineering.

Service sector:The service sector has witnessed little growth of VND43,254million (16% of the province’s GDP), in which growth in trade, repair and hotel services valued VND23,036 million (equal to 53.2% of the sector’s added value). Service turnover is mainly obtained from two key centres, namely Mẹt town and Phổng market area. Services in other areas of the province has been still limited.

 

Attracting FDI:

As of 2013, Lang Son has 30 foreign investment projects with total registered capital is USD 192.5 millions, ranking 44th in the country.

 

Infrastructure:

Transport infrastructure:The province’s transport network is fairly complete, including both railway and roadway. The following life-line roads run through the province’s area:

National Highway 1A: from Hữu Nghị (Lạng Sơn) to Hanoi: 170km

National Road 4B: Lạng Sơn –Mũi Chùa seaport (Quảng Ninh): 114km

National Road 1B: Lạng Sơn – Thái Nguyên: 160km

Hà Nội – Lạng Sơn – China transborder railway

Electricity supply:The province has 02 transformer stations of 110 KV; the power transmission line is good enough to provide adequate electricity for production and daily consumption. 100% communes have access to the national grid.

Telecommunication:There are five telecom companies operating in the province area with 275 postal service points. In general, post and telecommunication service is of fairly good quality and covers the whole province area.

 

Potential for development:

Industrial development potential:

Lang Son has many mineral resources such as bauxite, limestone, lignite ...; Lang Son has strengths to develop the industries of mining, building materials and processing. In addition, Lang Son is very convenient to take advantage the gate to develop electronic assembly industry, mechanical and processing industry of agriculture and forest products ... In the near future, Lang Son will form processing areas and and imports on important exports in the economic corridor of Nanning - Lang Son - Hanoi - Hai Phong - Quang Ninh.

Potentials for agro-forestry development:

The total natural land area is 832,075.82 ha. The land for agriculture and forestry is 666,322.03 hectares, accounting for 80.08%. Agricultural land in use is 106,146.10 ha. Natural forest is 251,392 ha. Plantation land is 158,035 ha. Unused land is 120,173.24 ha.

The land in the province is mainly Ferarit - reddish-brown soil, or yellow and grows on limestone soil alluvium basin; With the characteristics of the soil geographical diversity, Lang Son is favorable for developing crops such as rice, tea, maize, tobacco, kinds of beans, ginger ... the long-term industrial trees and fruit trees have high economic value, large output, stable tree as persimmons, Tangerine, …. Climate and land in Lang Son are specially suitable for forest trees such as Pinus, Eucalyptus, Acacia and other types of bamboo...

 

Potentials for service develoment:

Lang Son have many border gates with a lot of cultural monuments and its culture is imbued with national identity, such as Bac Son culture sites, Mai Pha cultural relics, The folk songs as: Then, Lượn, Sli ...; Famous scenic spots are Tam Thanh Cavern, Nhi Thanh, Nha Mac Citadel, To Thi Mountain, Fairy well, Mau Son resort and historic vestiges such as: Chi Lang , Bac Son, Line 4 ... Those characteristics above have created advantages of tourism development.

 

Investment attraction orientation:

With advantages in terms of geographical position, natural resources, culture, human together with Vietnam’s opportunities of cooperation with China, ASEAN and other countries in the world, Lạng Sơn has determined its investment attraction orientation in the coming time as follows:

No.1: Focus on construction and development of Đồng Đăng - Lạng Sơn Border Gate Economic Zone in accordance with the objectives approved by the Prime Minister to make it a driving-force economic zone to enhance economic development and transfer of the province, and turn it into a centre for transshipment of goods and service between Vietnam and China, and between China and ASEAN.

No.2: Develop industries, products that have comparative advantages associated with border-gate economy such as processing, remanufacture of goods for export, engineering, electronics, mineral exploitation and processing, construction materials, agroicultural and forestry products, power generation etc. to move the economy towards industrialization, modernization. Development of IPs is one of the province’s priorities. Two IPs, three ICs and one Export Processing Zone with total area of 1,500 hectares are under development, in which Đồng Bành IP, Hữu Lũng IC, Hợp Thành IC have been established and started to call for investment.

No.3: Develop and exploit forest strength to create a driving force for agricultural and forestry production. With 80% of land is hilly and mountainous, in which 350,000 ha are forests, 300,000 ha are unused forest land, this region has important potential for development of forestry economy and forest product processing.

 

Scientific development orientation:

- Encourage projects that apply scientific achievements, have good quality and are friendly with environment; effectively and reasonably use natural resources, renewable energy;

- Encourage enterprises to make deep investment and technological innovation, set up plans for new technological access and implementation in electronics assembly, goods-for-export processing, information technology development, etc.

 

Economic zones and industrial parks in the province:

Đồng Đăng - Lạng Sơn Border Gate Economic Zone:

- Location: Đồng Đăng - Lạng Sơn Border Gate Economic Zone has an important position, adjacent to Vietnam-China borderline with two international border gates, namely Hữu Nghị and Đồng Đăng; 155 km distant from Hanoi to the North; on the Nam Ninh - Lạng Sơn - Hà Nội - Hải Phòng - Quảng Ninh Economic Corridor; transport is convenient; the zone is a transshipment point with China, including the entire city of Lạng Sơn, Đồng Đăng town, Cao Lộc town and some communes of Cao Lộc district, Văn Lãng district, Văn Quan district and Chi Lăng district.

+ Current status:

- Total are: 394 Km2

- Land and water surface rent:  The rent in this zone is set at 30% of the land and water surface rent applicable in districts entitled to lowest rates in the province.

- Electricity and other utilities charges:

+ Electricity unit price: Electricity price is divided according to voltage levels. There are four voltage levels: 110kv and higher; from 22kv to under 110kv; from 6kv to under 22kv; under 6 kv.  Each voltage level applies three price levels for peak hours, off-peak hours and normal levels, as follows:

Voltage of 110 KV and higher: Normal hours 1,043VND/kwh; off-peak hours 646 VND/kwh; peak hours 1,862 VND/kwh

Voltage from 22 kv to under 110kv: normal hours 1,068VND/kwh; off-peak hours 670 VND/kwh; peak hours 1,937 VND/kwh

Voltage from 6kv to under 22kv: normal hours 1,093VND/kwh; off-peak hours 683 VND/kwh; peak hours 1,999 VND/kwh

Voltage of under 6 kv: normal hours 1,139VND/kwh; off-peak hours 708 VND/kwh; peak hours 2,061VND/kwh

+ Safe water price: For goods production: VND7,000 /m3; trade in service: VND 8,000 /m3.

- Other incentives and supports: Preferential policies and incentives applicable in Đồng Đăng - Lạng Sơn Border Gate Economic Zone (BGEZ) is stipulated in following Prime Minister’s Decisions: Decision No.138/2008/QĐ-TTg dated Oct.14th, 2008 on the establishment and operation of the BGEZ;  Decision No. 33/2009/QĐ-TTg dated March 2nd, 2009 issuing financial mechanisim for BGEZ; Decision No. 100/2009/QĐ-TTg dated July 10th, 2009 issuing operation mechanismof non-tariff park in BGEZ; Decision No. 10/2011/QĐ-UBND dated June 14th, 2011 of the provincial People’s Committee amending, supplementing, cancelling some articles of Decision No. 06/2009/QĐ-UBND dated May 11th, 2009 of the provincial People’s Committee on supports and incentives applicable in Đồng Đăng - Lạng Sơn BGEZ. The supports and incentives include: Corporate income Tax, Import duties, Land rent, Water surface rent, Land compensation, Resettlement supports, Credit incentives; incentives in non-tariff park; entry visa and other investment assistance such work as: workforce training, infrastructure facilities, technology transfer, investment promotion fund, trade promotion fund, advertisement.

 

Đồng Bành IP:

- Location: on the two sides of Thương river, in the area of Hữu Lũng district and Chi Lăng district.

+ Adjacent to National Highway 1A to the North and West;

+ Adjacent to Hanoi – Đồng Đăng railroad to the South and Southwest;

+ Bordered by Hang Đỏ commune, Hữu Lũng district to the West

+ Bordered by Thương river to the Southeast

-  Current status

- Area:  321.76 ha

- Occupied area: 47.9 ha

- Unoccupied area: 273.86 ha

- Land rent: as stipulated by law.

- Incentives and assistance:Apart from incentives stipulated by Government’s regulations, investors in this IP are entitiled to incentives regulated in Decision No. 26/2007/QĐ-UBND date July 2nd, 2007 of the provincial People’s Committee stipulating the investment assistance and incentives applicable in Lạng Sơn province area (assistance to land compensation, site clearance, infrastructure development, job training, land rent and corporate income tax).

- Electricity, water and other utilities charges:

b. Food processing Plant:

- Targeted output: 35,000 tons/year

c. Manufacture of metal roofing, steel structure, prefabricated house frame:

- Location: Đồng Bành IP

- Targeted output: 1 million sq meters per year

d. Manufacture, assembly of electronic components, parts:

- Location: Export Processing Zone I

- Targeted output: 10 million products per year

e. Waste and solid waste treatment Plant:

- Location: Đồng Đăng - Lạng Sơn BGEZ

- Targeted output: 550-700 tons per day and night

f. Infrastructure development in Đồng Bành IP:

- Location: Chi Lăng district

- Area: 321 ha

g. Infrastructure development in Na Dương IP:

- Location: Lộc Bình district

- Area: 350ha
