Introduction

 

Geographical location:

Quang Ninh is the province with particularly important and favorable geographical location for economic development: Quang Ninh has a long international borderline with the People’s Republic of China (PRC), international border gate of Mong Cai and two national border gates of Hoanh Mo (Binh Lieu) and Bac Phong Sinh (Hai Ha). It also borders a market with large population and dynamic economic development of Guangxi Province, PRC.

 

Area:

Quang Ninh province natural area is 611,081.3 hectares, 243,833.2 hectares of which are agricultural land, 36 513 ha for special use, 6815.9 hectares for residential areas, 268,158.3 hectares are unused land.

 

Population:

Total population:1,163,700; urban population: 606,700; rural population: 557,000; rate of natural local population growth:  9.2 ‰.

Population density is not the same across the province area. Metropolitan areas and the western districts like Ha Long City, Yen Hung district, Dong Trieu district are densely populated while island districts like Ba Che, Co To have sparse population.

 

Socio-economic situation:

GDP growth: Quang Ninh’s GDP growth rate in the first six months of 2013 was 6.5 % (4.9% of the country). Total state budget collection in the province is expected to reach VND14,288 billion by the end of 2013, of which : Import-export tax revenue is VND7,485 billion, domestic tax revenue is VND6,682 billion.

The economic structure of Quang Ninh is positively shifted towards increasing the share of the service sector. Total social investment rose, making new progress in mobilizing resources for development investment, especially foreign investment .

Import-export and commercial situation: By the end of 2013, total exports of Quang Ninh province reached USD1,846.9 million. The import turnover reached USD1,045.7 million .

The total value of goods traded in the form of temporary import for re-export, bonded warehouses across the border on land and sea reached USD2,882 million.

 

FDI attraction:

As of 2013, Quang Ninh issued investment certificatesto 104 projects with total registered capital of USD4,319.26 million. In 2013, there were 7 new projects with newly registered capital of USD106.86 million, 01 projects with increased registered capital of USD11 million. Total newly registered capital and increased capital in Quang Ninh province in 2013 was USD118 million, making the province rank 21st in the country.

 

Infrastructure system:

Roadway:

-  National roads: there are 5 National Roads of  381 km in length. Most roads are level III and IV standard; the remaining 32 km of National Road 279 (84 %) is of level V;

- Provincial roads: there are 12 routes of 301 km in length, of which154km are of  level IV and level III (51%); the rest are of low-level.

- District roads: there are 764 km of district roads; concreted roads: 455 km in length (60%); the remaining length of roads that need upgrading is 309 km (40%) .

- Commune roads: out of 2,233 km of communal roads, there are 527 km of concreted roads (accounting for 24 %); the remaining length of roads that need upgrading is 1,706 km (76 %).

- Bus stations: there are 16 bus stations in the province, six of which are interprovincialstations;

 

Inland Waterways:

- Terminals: the province has 96 inland terminals;

- Waterways: 642 km of inland waterways have been put into operation.

Seaways: include ports and system of channels. Out of 14 districts, towns and cities of Quang Ninh province, only Binh Lieu District does not have access to water transport. Other 13 districts, cities either have rivers, streams or are located by the sea, making waterway transportation very convenient.

- There are 5 seaports with 9 wharfs in the province that are included in the list of Vietnam’sseaport development plan until 2020 with vision to 2030.

- Cai Lan Port: This deep-water port is being developed to becomea big port to accommodate vessels of 30,000-40,000 DWT, for both bulk commodity and containers.

- Van Gia port: is the gateway for goods trading between Vietnam and China, the area for goods transhipment. The port has natural passage ways of 7 miles in length, 75m in depth which can accommodate vessels of 10,000 DWT.

- Cua Ong port: is speciallyused for coal transport from Cam Pha area. The port has a length of 300m, depth of 9.5 m which can accommodate vessels of 50,000 DWT.

- Hon Net Port: is located in Bai Tu Long Bay; depth of port: 16 m with large anchorage area.

- Mui Chua Port: depth: 3.3 m. The prot can accommodate vessels of 1,000 DWT.

Railway: The province has 65 km of national railway of Kep - Ha Long route (currently Yen Vien - Cai Lan route is under construction to increase the rail size to 1.0 m and 1,435 m). There are also railwayspecially used coal transport.

Air transport: In wartime, there weresome heliports used for military service, but now only Bai Chay heliport is still in service and Tuan Chau heliport is used for tourism.

Electricity supply: There are 03 power plants with a total capacity of 1,010MW including: Uong Bi Thermal Power Plant (110MW + 300MW); Quang Ninh Thermal Power I # 1 (300MW); Cam Pha Thermal Power I (300MW). There are also:

- Transmission grid system of 220 kV, 500 kV;

- 110KV grid system;

- Medium-voltage grid system: there is 2524.5 km of medium-voltage lines with a voltage of 6 kV, 10 kV, 22 kV and 35 kV; 51 intermediary transformer stations with a total capacity of 330.9 MVA; 2,623 distribution substations with total capacity of 712.553kVA; 13286.2 km of low voltage lines.        

Water supply: The province has 69 reservoirs and dams of all kinds. The main lake and dam systemsarelocated mainly in agricultural areas like the Dong Trieu district, Yen Hung and eastern districts. The system consists of seven infrastructure works with a total capacity of 222 million m3, capable of supplying water for 28,500 ha , of which the largest is the Yen Lap Lake (located in Yen Hung) with 118 million m3 capable of providing irrigation water for 10,000 hectares and water for household consumption of 100,000 people.

Telecommunications network: Telecommunication networkis of international standards, satisfying communication requirements under various forms since it is equipped with digital devices and uses advanced technology.

There are 693 mobile BTS base stations in the province.Mobile communication networks of Vinaphone, Viettel, S –phone and Mobiphone cover 14/14 districts , towns, cities and remoted islands of the province.

 

Potential for development:

Mineral: Quang Ninh province has abundant and diverse mineral resources with high quality and big quantity, such as:  coal, kaolin, ton grinding kaolin, clay, glass sand, limestone ...

Pit-coal: Pit-coal reserves is of about 3.6 billion ton with stable carbon concentrationof 80-90%, mostly concentrated in three locations: Hạ Long, Cẩm Phả and Uông Bí – Đông Triều; annual possible exploited yieldis 30-40 million tonnes.

The mines of limestone, clay, kaolin… have relatively large reserves, distributed widely in such areas as:  limestone minesin Hoang Bo, Cam Pha; Kaolin mines in moutainous districts of Hai Ha, Binh Lieu, Ba Che, TIen Yen, Mong Cai city; clay mines in Dong Trieu, Hoanh Bo and Ha Long city are the important material source to produce construction material to supply to domestic market and for export.

Mineral water mines: there are many drinkable mineral water mines in Quang Hanh (Cam Pha), Khe Lac (Tien Yen),Dong Long (Binh Lieu). Besides,there are undrinkable mineral water mines in Cam Pha district with relatively high concentration of minerals and temperature of over 35oC, very good fordisease treatment.

Forest resource: Quang Ninh province has 243,833.2 hectares of forest land (accounting for 40% of natural area on the whole province). Natural forest area accounts for 80%. Planted forest, specialized forest area is of about 100,000 hectares; unforested land is of 230,000.00 hectares.This is the potential for large-scale plantation of industrial timber trees, specialty crops and fruit trees.

Water resource: Surface water: river surface waterresource is abundant (around 8,776 billion m3); water discharge may reach 118 litters /s /km2 in areas with heavy rain.

Underground water: According to survey, underground water reserves in Cam Pha district is 6,107 m3/day, in Ha Long is 21,290 m3/day.

Taking the advantage of its terrain, Quang Ninh province has built nearly 30 big water reservoirs with total capacity of 195.53 million m3. Some of the reservoirs are buitls for socio-economic development objectives, such as:Yen Lap reservoir (118 million m3), Chuc Bai Son reservoir (11.5 million m3), Quat Dong reservoir (10 million m3). In total, Quang Ninh has from 2,500 to 3,000 hectares of surface water area suitable for aquaculture development.

Marine Resources: With 250 km of coastline, Quang Ninh province has many fishing grounds. Most of main fishing grounds have high and stable quantity and are distributednear the shore and aroundislands, very convenient for fishing.

Along the coast, there are many deep,wind-tight waters. This is the specially important potential for seaport development, particularly in Ha Long city, Cam Pha town, Tien Yen district, Mong Cai town and Hai Ha district.

Land resource: Quang Ninh has abundant land fund with 611,081.3 hectares, of which 75,370 ha are agricultural land in use, 146,019 hectares of forest land with large area suitable for growing grass for livestock breeding, and~20,000 hectares possible for planting fruit trees.

In total land area of the province, agricultural land only accounts for 10%, forestry land 38%;unused land is still large (43.8%) and concentrated in mountainous and coastal areas; the rest land areais the specialized land and residential land.

Tourism resource: Quang Ninh province has the most special tourism resource in the country with such beautiful beaches as:

- Halong Bay, which wastwice ranked by the Unesco as world natural   heritage and became one of 7 new world natural wonders.

- Underground Karst topography,a diversity cave system in the Gulfs.

- Bai Tu Long Bay along with islands and many pretty famous beaches such as Quan Lan, Minh Chau, Ngoc Vung, Tra Co, Bai Chay, Ti Top and hundreds of historical monuments of architecture and art, concentrated along the coast.

 

Social infrastructure:

- The educational system in Quang Ninh includes: 03 universities, 06 professional colleges, 07 professional high-schools, 05 vocational colleges and 06 vocational high-school.

- The infrastructure of the health sector is good enough to meet the healthcare requirements of local residents as well as foreign tourists. Currently, Quang Ninh province has 15 hospitals, 09 09 regional clinics, 10 provincial medical centers, 14 district medical centers, 186 commune medical stations.

- Quang Ninh has total 638 hotels and motels, in which there are two 5-star hotels, five 4-star hotels, ten 3-star hotels, thirty five 1-star and 2-star hotels; 632 mini hotels and lodgingswith 10,000 rooms and more than 18,000 beds.

 

Investment attraction orientation:

Provincial investment attraction orientation:

To ensure sustainable development, the first solution that Quang Ninh has chosen is to attract investment into 5 following advantageous sectors without dependence on coal and land as previously:

- Tourism and entertainment services;

- Seaports, border gate and logistics systems;

- Commerce;

- Infrastructure;

- Training, especially qualified human resources

 

Investment incentives:

- Projects that are included in theList of specially encouraged sectors shall be entitled to tax rate of 10% in15 years, tax holidaysin 04 years and 50% tax reduction for the subsequent 09 years;manufacture projects shall be entitled to tax rate of 15% in 12 years, tax holidays in 03 years and 50% tax reduction for the subsequent 07 years;projects in service or business sectors shall be entitled to tax rate of 20% in 10 years, tax holidays in 02 years and 50%  tax reduction for the subsequent 06.

Incentives are also changed according to different geographical locations, including:

- Industrial parks; Economic zones;

- Van Don Economic zone;

- Border gate economic zone;

 

Economic zones and industrial parks in the province:

Viet Hung Industrial Park (phase 1)

Total area: 90 hectares with 70 hectares available for secondary investor.

Location: Ha Khau ward, Viet Hung commune, Ha Long city, Quang Ninh province; on National Highway 18 from Hanoi to Quang Ninh.

Infrastructure:

Technical Infrastructure: Standard networks of electricity supply, treated water supply, waste water treatment andtelecommunication wereconstructed and are ready for use by investors.

Social Infrastructure: There is a land area of 57.388 m2 allocated for hostels construction for workers working in the IP, located in the operational and service estate. An urban area is also planned to be built outside the IP’s southern border on an area of 80 hectares, including hostels for workers, experts and some other functional areas. 

Encouraged investment sectors: Electronic and electrical equipment manufacture and assembly;agricultural and aquatic products processing- Industries construction materials manufacture; and comsumption goods production.

Investors are allowed to propose adjustments onsectoral planning in the IZ to match reality.

Land occupancy: there were more than 05 projects in the IZ (land occupancy rate: 6.5%).

 

Dong Mai Industrial park:

Total area: 160 hectare; residential and service area is 30 hectares.

Location: Dong Mai ward, Quang Yen town, a coastal town in the Southwest of Quang Ninh province; 30km from Ha Long city, 30 km from Hai Phong;bordered byUong Bi commune to the north, by Ha Long bay to the east.

 

Infrastructure:

Technical infrastructure:Standard networks of electricity supply, treated water supply, waste water treatment and telecommunication were constructed and are ready for use by investors.

Social infrastructure:Apartments for workers, police station, bonded warehouse, ICD are available.

 

Industries/sectors calling for investment:

Dong Mai IPis planned to become an unpolluted IP with such industries as: construction materials; agricultural and forest products processing; beverage; equipment repairing; precise mechanics; machinery assembly: medical equipment manufacture; consumption goods equipment; garment and textile; motorbike components and other sectors.

Status:the IP is under process of infrastructure development.

 

Hai Yen industrial park:

Total area: 182.2 hectares.

Location: Yen Hung commune, Mong Cai city, Quang Ninh province

 

Infrastructure:

Technical Infrastructure: Standard networks of electricity supply, treated water supply, waste water treatment, telecommunication and fire fighting were constructed and are ready for use by investors.

Social infrastructure: Apartments for workers, police station, bonded warehouse, ICD are available.

Industries/sectors calling for investment: construction materials production, interior decoration, consumption goods manufacture, machinery, embroidery for exports, electronic and electrical equipment manufacture and assembly, agricultural and food processing, warehouse service and some other industries.

Status: the IP is under process of infrastructure development.

 

Hai Ha seaport industrial park:

Total area: 4,988 hectares

Location: in the Southeast of Hai Ha district, in thearea of 5 communes namely Quang Dien, Quang Phong, Phu Hai, Tien Toi and Cai Chien of Hai Ha district; bordered by Hai Ha township to the North, Hon Mieu to the South, Cua Dai to the East and Quang Phong commune to the West

 

Infrastructure:

Standard networks of electricity supply, treated water supply, waste water treatment were constructed and are ready for use by investors.

 

Industries/sectors calling for investment:

+ Shipbuilding, steel rolling, petrochemicals, coal  chemicals;

+ Petroleum storageyard; thermal power plants

+ Construction materials industry

+ Supporting industries and integrated seaports system;

Investors are allowed to propose adjustments on sectoral planning in the IZ to match reality.

Status: the IP is under process of infrastructure development

 

Dam Nha Mac (Nha Mac Lagoon) service and industrial park:

Area: 3,170 ha (industrial park: 1,500 ha; the rest is for port service and logistic centers).

Location: In Quang Yen township, including the entire area of Nha Mac lagoon and the area along the banks of Bach Dang River and Chanh river, in the territory of 4communes: Phong Coc, Yen Hai, Lien Vi, Tien Phong of Quang Yen township.

- To the North and Northwest: adjacent to a planned road which connects National Highway 18B with National Highway 5B

- To the South and Southwest: adjacent to Bach Dang river and Cai Trap channel;

- To the East: adjacent to Chanh river

Infrastructure: is now calling for inverstment

Status: the IP is under process of infrastructure development

 

Cai Lan industrial park:

Area: Total are of 3,052,889 m2, in which industry land: 242.8 ha, land outside the IZ boundary area: 544,900m2.

Location: in the West of Ha Long city, in Gieng Day and Bai Chay wards;adjacent to National highway 18 (connecting Hanoi – Ha Long – Mong Cai)

 

Infrastructure:

Standard networks of electricity supply, treated water supply, waste water treatment were constructed and are ready for use by investors.

 

Industries/sectors calling for investment:

Spare parts manufacture and repairing; mechanicl assembly; wood furnitures; containers manufacture;shipbuiding (sport vessels, tourist vessels); port services; textile, garment, packaging; toys production, stationery; electric devices, electric assembly; processing industry;

Status: the IP is under process of infrastructure development

 

Hoanh Bo industrial park:

Area: 681 ha

Location: in Le Loi commune, Hoanh Bo district

The IZ connects with provincial highway 326 and national highway 18B, and with the Troi-Vu Oanh route; in the future, it may link with the National highway Noi Bai – Ha Long.

Infrastructure:

Standard networks of electricity supply, treated water supply, waste water treatment were constructed and are ready for use by investors.

 

Industries/sectors calling for investment:

Investment is called for green industries, high-tech industries, supporting industries for cement factories and power plants. Polluted industries like paper production or chemicals are not encouraged.

Encouraged sectors/fields:

+ Electric and refrigeration engineering

+ Construction materials

+ Consumer goods

+ Wood appliances and home-decoration

+Aagro-forestry andseafoodProcessing

Investors are allowed to propose adjustments on sectoral planning in the IZ to match reality.

Status: the IP is under process of infrastructure development

 

Phuong Nam Industrial zone:

Area: 709.1 ha, includingexsisting plants in the IZ (Quang Trung mechanic  factory, Lam Thach cement factory, Phuong Nam querry, with area of 147.47 ha anf new planned zone area of 561.54 ha.

Location: in Phuong Nam ward and Phuong Dong commune, Uong Bi city.

Infrastructure:

Standard networks of electricity supply, treated water supply, waste water treatment were constructed and are ready for use by investors.

 

Industries/sectors calling for investment:

+ Mechanical manufacture and assembly,

+ Refrigeration - electronics engineering,

+ Household Appliance;

+ Post-harvest processing,

+ Textiles and garments

Status: the IP is under process of infrastructure development

 

Quan Trieu Industrial PArk:

Area: 150 ha

Location: The IZ is located in the North of Dong Trieu commune, Quang Ninh Province

Infrastructure: is now calling for investment

 

Industries/sectors calling for investment:

+ Beer and soft drink

+ Consumer goods; agro forestry products processing;

+ Mechanical industry ;

+ Construction materials industry;

+ Food processing industry, packaging

Status: the IP is under process of infrastructure development

 

Tien Yen Industrial Park:

Area: 681 ha

Location: Located in Dong Ngu commune, Tien Yen district

Infrastructure: is now calling for investment

 

Industries/sectors calling for investment:

- Investment is called for green industries, high-tech industries, supporting industries for cement factories and power plants. Polluted industries like paper production or chemicals are not encouraged.

Location: in Mong Duong Ward, Cam Pha township

+ Construction equipment manufacture

Investors are allowed to propose adjustments on sectoral planning in the IZ to match reality.

Status: the IP is under process of infrastructure development

 

Van Don Economic park:

Area: The van Don IP has total area of 2,171.33 km2, with the natural land of 551.33 km2, accounting for 9.3% of Quang Ninh area, and the sea surface area of 1,620 km2

Location: The Van Don economic zone covers the entire Van Don island district with 11 communes, 1 township and more than 80 villages spreading over 600 islands

Boundary:, it is adjacent to Tien Yen and Dam Ha districts to the North and Northeast; to Co To district to the southeast; to Cam Pha township and Halong City tothe west.

 

Industries/sectors calling for investment:

- High quality marine-island ecotourism with unique, plentiful and attractive tourism packages;

- Contruction of a modern internatonal airport to satisfy the need of development of the province in particular and the Northeastern of Vietnam in general.

- Development of a modern seaport for tourism and services.

- Construction of high quality service centre to provide such services as finance, banking, restaurants, hotels…

- Fishery development with focus on sea specialities such as pearls, abalone, Scallop, lutraria…to serve the high quality tourism; construction of several fishery serviceestablishments centers but still ensuring the preservation of tourism spaces and marine ecosystem.

- Development of scientific centers with modern technology for the purposes of developinggreen industries, high quality seafood processing, tourism, services and transportation.

- Development of garden–sea urban areas with modern but imbrued national identity.

 

Mong Cai border gate economic zone:

Area: the whole natural area of 121,197 ha, in which land area is 66,197 ha and sea area is of 55,000 ha

Location: the Mong Cai border gate economic zone includes the region of Mong Cai city, Quang ha township and Quang Thang commune, Quang Thang commune, Quang Minh commune, Quang Trung commune, Cai Chien commune (hai ha district)

Boundary:

- North: adjacent to Dong Xing city (China)

- West: adjacent to severeal commnunes of Dam Ha districts and van Don district

- South and East: adjacent to the East sea (Gulf of Tonkin)

 

Economic zone’s characteristics:

- This is an integrated economic zone, focusing on commerce, service, tourism, handicraft, high value agro-forestry production; this is also the traffic gateway and national transition point of economic belt of the Gulf of Tonkin

-  Known as the Bac Phong Sinh border gate urban zone, under Bac Phong Sinh border gate economic zone, the Mong Cai border gate economic zone has close link with urban systems and rural residential areas of the whole Vietnam – China border areas and Quang Ninh Province, creating the interconnected system in support of economic development, national security and defense.
