Introduction

 

Geographical location:

Hung Yen is the gateway of Hanoi to the East, situated in the Red River Delta, the Northern key economic zone and the Hanoi-Hai Phong-Quang Ninh economic triangle.

Area:

The total natural area is 92,309.32 hectares (923.09 km2), accounting for 6.02% of the Northern Delta. Hung Yen is a lowland province without forests, mountains or sea, and includes 10 districts, 161 communes, wards and townships. Hung Yen City is the center of politics, economy and culture of the province.

Population: 1,071,973.

The population density is 1.161 people per km2, higher than the average density of the Red River Delta and 5 times higher than of the national density. 91.5% of Hung Yen’s population live in rural areas, 8.5% of the population live in urban areas.

There are 57 thousand people in working age who are healthy, young and well-educated, accounting for 51% of the population; 25% of the workforce underwent job training. Many of them graduated from high school, technical colleges, and have got tradition of hard working.

Socio-Economic  situation:

Gross domestic product (GDP) has increased by 7.71% (planned to increase from 12% to - 12.5%), the value of agricultural production and fisheries has increased by 0.22% (plan:1- 1,5% ), industrial production value has increased by 9.01% (planned to increase from 16 to 16.5%), the value of the service sector has increased by 11.5% (plan: 14-15%); GDP per capita is VND28 million (plan: 30 million); structure of the agricultural economy - industry, construction - service: 20.84% - 47.48% - 31.68% (plan: 21.5% - 46.5% - 32%); metals export value of USD1,095 million (plan: USD850 million); budget revenue in the province is VND4,037 billion (including domestic revenue is: 3.550 billion); taxes, import  are VND750 billion.

FDI attraction:

As of 2013, Hung Yen had 268 foreign investment projects with total registered capital of USD2250.66 million, ranking 21st in the country.

Infrastructure system:

23 km of Highway 5 and more than 20 km of Hanoi - Hai Phong railway run through Hung Yen province. In addition, the National Road 39A, 38 connect Highway 5 to Highway 1A via Yen Lenh Bridge, and to Highway 10 via Trieu Duong Bridge. This is an important traffic route to connect the North-West provinces (Ha Nam, Ninh Binh, Nam Dinh, Thanh Hoa ...) with Hai Duong, Hai Phong and Quang Ninh.

Hung Yen is located near Hai Phong seaport,Cai Lan seaport and Noi Bai international airport; adjacent to Hanoi City and the provinces ofBac Ninh, Ha Tay, Ha Nam, Thai Binh and Hai Duong.

Potential for development:

Agriculture and fishery:

Land resources in Hung Yen is mainly agricultural land, especially paddyrice and short-term industrial trees land: 62602.89 hectares of agricultural land, accounting for 67.82% of the total natural area of the province, including:

+ Annual crop land: 55,282.16 hectares (accounting for 88.31% of agricultural land);

+ Gardening land: 2207.05 ha.

+ Perennial crop land: 1,020.95 hectares;

+ Water surface for aquaculture: 4,092.73 ha

Industry: Hung Yen has a plentiful fresh water resource because it is surrounded by the Red River and Luoc River. Both surface water and underground water resources are bountiful (the flow capacity of Red River is 6,400m3/s). In the area along the 5A National Highway, from Nhu Quynh to Quan Goi, there lie mammoth underground water mines with a reserve of millions of cubic metres, which can not only supply water forindustrial development and urban daily consumption but also can supply a big water volume for neighboring localities. Hung Yen's brown coal source, which is part of the brown coal basin in the Red River Delta, has a currently untapped 30-billion-ton reserves, which is a big potential for the mining industry development.

Economic zones and industrial parks in the province:

Pho Noi A Industrial Park:

- Geographical location: The IP is located adjacent to the corridor of Highway 5 (Km19) linking Hanoi - Hai Phong; 24 km from Hanoi Center, 60 km from Noi Bai airport, 75 km from Hai Phong seaport, 120 km from Quang Ninh deep-sea port.

- Area : 594 hectares; industrial land area for lease: approx. 400 hectares; filled industrial land area: 215 ha .

- Encouraged investment sectors: Manufacture and assembly of electric and electronics products; mechanic, automobile, motorcycle, steel; agricultural and foodstuffs processing.

- Infrastructure of the IP has been developed for 1st phase (300ha), including: water supply system, sewage system, waste water treatment system, roads,fire protection and fighting systems, communication systems, ect.

- Status of the IP: 117 domestic and FDI projects are operating in the IP in such sectors as: production steel, mechanical products, electronic components, high-quality construction materials, etc. Many of the projects are invested by Japan, Korea like:Canon , Inax , Hyundai , Dorco, etc. For the extention period, the infrastructure developer is completing remaining technical infrastructure items to receive more investors.

Textile Industrial Park of Pho Noi:

- Geographical location: The IP is located next to the intersection area of Highway 5 and National Road 39, linking the major economic centers in the north; 28 km away from Hanoi, 73 km from Hai Phong, 90 km from Cai Lan Port, 40 km from Noi Bai International Airport, 15 km from Lac Dao railway station (Ha Noi - Hai Phong), near  the customs clearance station in Hung Yen province and Thang Long urban area which is under investment.
- Area: 120.8 hectares. Phase 1: 25.17 hectares; Phase 2: 95.6 hectares.
- Encouraged investment sectors: Textile and other industries, especially water treatment.

- Infrastructure of the IP has been developed for 1st phase (over 25ha), including: water supply system (6,000 cubic meters/day&night), waste water treatment system of European standard (10,000 m3/day&night), roads, fire protection and fighting systems, communication systems, ect.

- Status of the IP: In the 1st stage, there have been 12 investment projects, filling up  the entire industrial area available for rent. For the extention period, the infrastructure developer is completing remaining technical infrastructure items to receive more investors.

Thang Long Industrial Park II:

- Geographic location: Located adjacent to Highway 5 (from Hanoi to Hai Phong); about 30 km from Hanoi, 70 km from Hai Phong seaport, 110 km from Quang Ninh deep -water port.

- Area: 345.2 ha . Phase 1: 219.6 hectares (land for lease: 154 hectares), Phase 2 : 125.6 hectares (land for lease: 101 ha).

>Stage 1: site clearance and land compensation has been fulfilled and infrastructure has been developed on an area of 220 ha .

>Stage 2 :Area: 125.6 ha. Landfilling is underway and infrastructure facilities will be constructed as scheduled.

- Infrastructure of the IP has been developed, including: roads, water supply system (4,500 cubic meters/day&night), waste water treatment system (3,000 m3/day&night), power supply system, fire protection and fighting systems, communication systems, ect.

- Encouraged investment sectors: manufacture of electronic products; precision mechanics, electronics; mechanical engineering; transport machinery; light industry; production of industrial gas.

- Status of the IP: In the 1st stage, there have been 12 FDI projects from Japan.For the extention period, the infrastructure developer is completing remaining technical infrastructure items to receive more investors by Dec. 2013.

Minh Duc Industria Park:

- Geographical location: The IP is located adjacent to the corridor of Highway 5 (Km32) linking Hanoi - Hai Phong; 37 km from Hanoi Center, 74 km from Noi Bai airport, 60 km from Hai Phong seaport, 105 km from Quang Ninh deep-sea port.

- Area: 198 hectares; land area for lease: approx. 138 ha.

- Encouraged investment sectors: manufacture and assembly of electrical appliances, electronics, refrigeration equipment; production of paper, packages, ceramics, consumer goods; food, agricultural and forestryprocessing; light industry; and projects that cause little pollution.

Minh Quang Industrial Park:

- Geographical location: The IP is located adjacent to the corridor of Highway 5 (Km32) linking Hanoi - Hai Phong, opposite Minh Duc IP across Highway 5; 37 km from Hanoi Center, 74 km from Noi Bai airport, 60 km from Hai Phong seaport, 105 km from Quang Ninh deep-sea port.

- Area: 325.43 ha; land for lease: approx. 228 hectares.

- Encouraged investment sectors: Electrical equipment, electronics, refrigeration, mechanical, machinery manufacture and assembly, industrial ceramics, processing of agricultural and forestry products, consumer goods, high-class construction materials, environment-friendlyprojects.

Megastar Industrial Park (Yên Mỹ II):

- Geographic location: The IP is located adjacent to the corridor of National Road 39; 5km from Highway 5A to the north, approx. 3km from the Ha Noi - Hai Phong intersection to the south; 30 km from Hanoi center, 70 km from Noi Bai airport , 80 km from Haiphong Port, 125 km from Quang Ninh deep water seaport.

- Area: 167.5 hectares; Industrial area for lease: 117 hectares. Infrastructure development is divided into two phases (Phase I: 97.5 ha and Stage II: 70ha ) .

- Encouraged investment sectors: electrical equipment, electronics, refrigeration; new technology products for electronics and information industries; mechanical engineering, machinery, consumer goods (not including textiles, footwear, food and agricultural processing);

- Status of the IP: land recovery process isongoing . It is expected that construction of technical infrastructure begins in 2014 and the IP can receive investment projects in 2015.

Projects calling for investment:

Development and commercial operation of infrastructure facilities in Pho Noi B Industrial Park (Phase II)

+ Geographical location: Next to National Road 39A, 35km from Hung Yen town; and next to Highway 5, 32 km from Hanoi Capital, 70 km from Hai Phong port.

+ Estimated area: 155 ha; industrial land for lease: 110 hectares.

+ Leasing term: 50 years.

+ The IP is a multi-sector IP, intended for environment-friendly projects (especially projects causing no smoke, dust and odors) like textile, consumer goods production, mechanical assembly; production and assembly of electrical, electronics; handicrafts.
+ Expected total investment capital: VND230 billion.

Development and commercial operation of infrastructure facilities in Minh Duc Industrial Park

- Geographical Location: The IP is located adjacent to the corridor of Highway 5 linking Hanoi - Hai Phong; 37 km from Hanoi Center, 75 km from Noi Bai airport, 25 km from Gia Lam airport, 65 km from Hai Phong Port, 80 km from Cai Lan Port, 7 km from Cam Giang railway station

- Estimated area: 200 ha; industrial land for lease: 140 hectares. There havebeen 15 investment projects operating in the IP, occupying about 34 hectares.

+ Land leasing term: 50 years

+The IP is a multi-sector IP, intended for such projects as: steel processing, engineering, ceramics; electrical equipment, electronics; refrigeration; plastics and agro-processing.

+ Expected total investment capital: VND300 billion.

Development and commercial operation of infrastructure facilities in Hung Yen Town Industrial Park

- Location: in the east of Hung Yen town; 60 km from Hanoi, 45 km from Hai Duong along the road 39B.

-Estimated area: 150 hectares;

- Leasing term: 50 years.

+ This IP is intended for environment-friendly projects such as: light industry, agricultural products processing, manufacture and assembly ofelectrical, electronics products, agriculture machinery etc. ...

+ Expected total investment capital : VND150 billion.
