Ninh Binh is located in the south pole of the Red river delta region. Ninh Binh is on the key transportation route North – South and is 90km away from Ha Noi capital.

Introduction

 

Geographic location:

 

Area:

Ninh Binh is a province in the south of Red River Delta and located in the key economic region of the North, 80 km away from Hanoi. The north of Ninh Binh is adjacent to Ha Nam, the north east is adjacent to Nam Dinh, the south east is adjacent to East Sea, the west and south west is adjacent to Hoa Binh and Thanh Hoa. The natural area is 1,390km2including 8 administrative units, namely Ninh Binh city, Tam Diep commune and 6 districts (Nho quan, Gia Vien, Hoa Lu, Yen Khanh, Yen Mo, Kim Son).

 

Population:

Total population of the province is 907,755. Population density is 654 people/ km2. The labour force is of good quality. The number of people in working age accounts for 51.2% of the population (about 480,3 thousand people). Ninh Binh has quite low unemployment rate (3,7%). The qualification of the labour force is relatively good in comparison to that in the Red River Delta as well as the whole country. Therefore, this is a favourable factor for economic development especially sectors, fields of handicraft and light industry which are labour intensive industries

 

Situation of socio – economic development:

During recent years, Ninh Binh has rapid development and average economic growth achieved 16%. Total state revenue gained VND3,000 billions; economic structure has shifted towards positive direction (Industry – Construction accounted for 49%, Agriculture – forestry – aquatic products accounted 15%; services accounted 36%); average GDP per capita: USD1,250; total social investment: USD1.1 billion; export turnover: USD263 million; tourism: 3.6 million arrivals.

 

FDI attraction:

As of year 2013, Ninh Binh province had 34 FDI projects with total registered capital of USD997.52 million, ranking 29th in the country in terms of registered capital. In 2013 alone, Ninh Binh province granted new investment certificates to 05 projects with total registered capital of USD41.32 million. There were no projects that had expansion capital. So, in year 2013, the province attracted USD41.32 million of FDI capital, ranking 30th in the country.

 

Infrastructure system:

Transport system:

Ninh Binh is the province with convenient transport network of roads, waterways, railways and an airline in the future

Highway 1A is the main route of the country; national road No 10 connects with Hai Phong – Quang Ninh, national road 12B and DT477 provincial road connects to Ho Chi Minh highway, Cau Gie – Ninh Binh highway connects to Hanoi capital and this shorten travel time to 1 hour. In the future, Ninh Binh will receive some important traffic line projects such as: Ninh Binh – Thanh Hoa highway, coastal road through Kim Son district.

The North-South railway passes through the provincial area with the length of 19km and 4 stations (Ninh Binh, Cau Yen, Genh and Dong Giao) with National Road No 1A is the main trafic route of the country, and the future is  North-South railway.

Waterways comprises Day river connecting to East Sea via Cua Day and Vac river system, Hoang Long River connecting to the North West region. Ninh Phuc port system, Khanh Phu on Day river can receive vessel of 3000 tons cargo. An IDC with area of 37 ha and 2 bonded warehouses with area of 10 ha for each warehouse in Khanh Phu IP and Gian Khau IP, which are particularly used for direct import and export and have been put in to operation.

Power supply: Basic power network met demand; power was sent to 100% of communes in the province with total length of wires of 770km. The province has 01 electrical substation with power of 500kv, 03 electrical substations with power of 220kv, 06 electrical substation with power of 110 kv, 90 electrical substation with power of 35kv and 22kv…

Water supply and drainage system: Treated water supply was invested and upgraded with total capacity of 85.000 m3/ year, to meet the safe and hygiene water demand of the residents. Urban and rural drainage systems are under construction to ensure environmental hygiene.

System of commercial service, tourism: At present, Ninh Binh has 87 hotels with more than 3000 rooms, in which 1 hotel is rated 4 star, 3 hotels are rated 3 stars, 3 luxury resorts and thousands of restaurants.

Most districts in the province have shopping centre to serve shopping demand. Most shopping centresconcentrate in Ninh Binh city and Tam Diep district, such as Dong Thanh  Plaza, Hapro mart, Commercial centre – Big C supermarket is being built in Ninh Phuc communes.

 

Potential for development:

Mineral resources potential:

Ninh Binh is the potential province for building materials development ( with 12,000 ha of limestone with reserves of tens of billions m3 and tens of millions tons of dolomite with high quality to be materials for building materials and some other chemicals).

There are 2 hot springs in Kenh Ga (average temperature from 62o-64oC ) and Cuc Phuong (average temperature 32o-34oC ). These springs comprise a big number ofmineral elements which are very goodsfor human health, and they arethe resources for development of mineral bath service and beverage production.

Besides, peat reserves of 2 millions tons in Son Ha communes, Nho quan ward is the resource for production materials of micro biological fertilizer to serve for ecological agriculture.

 

Tourism potential:

Ninh Binh is the land of numerous historical monuments, an unique “holy land”. The province has over 1000 monuments, in which 79 monuments entered national rankings, 2 monuments are recognised as special national monuments by the Prime Minister (including Trang An landscape and Hoa Lu ancient capital). Besides, Ninh Binh is endowed with unique and diversed natural resources such as Tam Coc – Bich Dong tourism site, cuc Phuong national forest, Van Long wetland natural preserve, Kenh Ga hot spring… they are all very spectacular natural scenery to be protected. Especially, Trang An landscape is considered as “shallow Ha Long” which is in the process to request UNESCO for recognisation as world natural heritage.

Besides, Ninh Binh owns humanity historical resources and unique and rich architectural works such as: Hoa Lu ancient capital, Phat Diem cathedral, Tam Diep – Bien Son defence route with bold cultural features of acient Vietnamese art.  

 

Investment attraction orientation

Basing on its socio – economic development MasterPlan until to 2020 approved by Provincial People’s Council at the resolution No 15/2011/NQ – HĐND dated 12/8/2011, Ninh Binh province has determined 2 potential fields for investment attraction, namely industry and tourism.

Encourage investment sectors include: green industry, high technology; eco-tourism and luxury resort; well-qualifiedworkforce training; infrastructure development for IPs, tourism sites and urban areas; high tech agricultural development and agricultural food processing.

 

Investment incentives policies:

a. Incentives on land

+ Support for landcompensation, site clearance and resettlement;

- Projects of IP infrastructure development and commercial operation are entitled to 30% advance payment paid for land compensation and resettlement program approved by competent agencies. The supportedsupport amount shall not exceed 50 billions Vietnamese dongs per project;

-Investment projectsincluded in the list of projects calling for investment approved by the Provincial People’s Committee, including high-tech projects and projects located in tourism zone, shall receive with 50% advance payment paid for land compensation and resettlement program approved by competent agencies. The supported amount shall not exceed the total cost of land use, land rent of the projectsto be paid by investors;

- Investors of projects shall receive advance payment of land compensation and resettlement as guided in the point a, point b only after they have paid at least 50% value of the approved plan for compensation and resettlement ;

- The remaining amount of compensationand resettlement (if any) paid in advance by investors shall be deducted from the land use fees and land rent of the project when it starts operation. The deducted amount plus the advance payment of the government shall not exceededthe total land use fees and land rent of the project which the investors ought to pay.

+ Land rent unit price

- Land rent of investment projects in difficult socio – economic geographical areas, IPs ; hi-tech projects ; projects of investment incentive sectors; projects of special investment incentive sectors are entitled to the lowest rate of land rent equal to 0.75% × land price in accordance to the land use purpose which is approved by the Provincial People’s Committee and will be remained unchanged in 5 years. 

- Other investment projects shall be entitled to the lowest rate of land rent equal to 1.5% × land price in accordance to land rent purpose which is approved by the Provincial People’s Committee and will be remained unchanged in 5 years

- In case of large scale projects (group A) with high socio -economic return, the Provincial People’s Committee will decide the land rent rate and report to the Provincial People’s Council at the earliest meeting.

+ Exemption, deduction of land rent, land use fees; Rights of investors in terms of land :

- Investors are permitted by the government to receive land, rent land, use land for long term orfixed-term use;

- Investors are permitted by the government to convert, transfer, lease, sublease, inherit, offer as gifts, mortgage, contribute capital by land use right in accordance with law ;

- To receive compensation when the government recover lands

 

b. Incentives on technical infrastructure

* In industrial parks:

a) Infrastructure works outside the border of IPs:

- Roads are invested from the State budget;

- Power, water supply network and telecommunication service is constructed and supplied to the border of IPs for direct sales to investors.

b) Infrastructure inside IPs:

After constructing waste water treatment systems for IPs, the investor shall receive 30% financial support from the province for each IP, but the supported amount shall not exceed VND10 billion.

Projects included in the list of projects calling for investment approved by the PPC shall receive 50% financial support from the province’s budget for the construction cost of  road network up to the border of the project plot, but the supported amount shall not exceed the corporate income tax amount duly paid to the State in the first taxable year (excluded the corporate income tax holidays, if any)

Credit incentives

Projects included in the list of projects calling for investment approved by the PPC, located in IPs, are entitled to preferential loans (subject to consideration); entitled to free-of-charge consultancy service on loan application and project construction; free-of-charge provision of information related to risk avoidancewhen the investors get loan from Development Investment Fund of Ninh Binh province.

 

Support on administrative procedures:

The Investment Consultant Centre, a division of the provincial Department of Planning and Investment, is the agency to provide consultancy, support on administrative procedures for investors investing outside IPs. The supported scope of work includes: Business Certificate issuance, land handing-over, land lease; issuance of land use rights certificate, rep. office establishment certificates for domestic and foreign individuals as well as organizations, construction permits; work permits for foreign workers, overseas Vietnamese; work-books for Vietnamese workers working in Ninh Binh; Commodity certificates; report on environmental impact.

IP Management Board is the focal body to handleadministrative procedures for investos in IPs, including: : Business Certificate issuance, land handing-over, land lease; issuance of land use rights certificate, rep. office establishment certificates for domestic and foreign individuals as well as organizations, construction permits; work permits for foreign workers, overseas Vietnamese; work-books for Vietnamese workers working in Ninh Binh; Commodity certificates; report on environmental impact.

Economic zones and industrial parks in the province:

The province has planned 07 Ips (including: Gian Khau, Khanh Phu, Tam Diep, Phuc Son, Khanh Cu, Son Ha and Xich Tho) with total area of 1.961 ha, in which 3 IPs (namely Gian Khau, Khanh Phu, Tam Diep) have leased out 70 – 100% of land.

Projects in the IPs operate mainly in such sectors as: building materials manufacture, textile, mechanical engineering, automobile assembly, fertilizer production, steel production.

At present, there are 4 IPs calling for investment (including Phuc Son, Khanh Cu, Son Ha and Xich Tho). In the period from now to 2015, Ninh Binh plans to call for investment ininfrastructure development for Phuc Son IP, Khanh Cu IP with total area of about 300ha to attract investors in the fields of: food and biological technology, commercial service, information technology, electronics, refrigeration, equipment assembly and production, eletronics components, automatic engineering technology, green energy.            

 

Projects calling for investment:

Thermal power plant project:

- Location: in the area from Binh Minh I dyke to Binh Minh II Dyke of Kim Dong, Kim Trung and Kim Hai communes, Kim Son district, Ninh Binh province (50 km from Ninh Binh centre);

- Scale: Capacity of the plant: 1,200 MW; required technology: modern and environment friendly; land use demand: 200 ha;

- Objectives: To construct a thermal power plant to supplement energy source for the national power system; create premises for developing intergrated economic areas, strong economic development for the North economic belt.

 

Electronics, refrigeration manufacture and assembly:

- Location: Phuc Son IP;

- Scale: output: 1.5 million products/ year.

- Land use demand: 20-30 ha;

- Objectives: electronics and refrigeration components manufacture and assembly for domestic market and export.

 

Supporting industry clusters:

- Location: Tam Diep IP, Tam Diep town;

 - Scale: output: 100.000 products/ year. Land use demand: from 10 – 15 ha.

- Objectives: Construction of plants for manufacture of automobile parts such as: engine, transmission gear, cabin, tank shell etc. to serve for automobile assembly plants.         

 

Brewery:

- Location: Phuc Son IP, Ninh Binh city           

- Scale: output: 100 – 150 million litres/year; required technology: modern. Land use demand: from 03 to 05 ha

- Objectives: production of premium beer for domestic consumption and export.

 

Building a 5-star hotel complex:

- Location: Dong Thanh ward, Ninh Binh city, Ninh Binh province;

 - Scale: two blocks of a 5-star hotel and 01 high standard office building; land use demand: 10 ha.

- Objectives: the hotel is to serve domestic and international tourists.

 

Construction of infrastructure for socio - economic development in Kim Son coastal area:

- Location: Kim Son district, Ninh Binh province including: Binh Minh town and 06 Bai Ngang communes ( Kim Trung, Kim Tan, Kim My, Kim Hai, Kim Dong, Con Thoi).

- Construction works: land filling; roads construction; water supply system, sewerage system, waste water treatment system, electricity and lighting system, posts and telecommunications,etc.

- Objectives: To establish and develop integrated economic area in association with development of commerceand urban areas; development of the North area economic belt on the basis of building coastal infrastructure base. 

 

Phuc Son IP infrastructure development:

- Location: Phuc Son IP

- Area: 145 ha.

- Construction works land filling; roads construction; water supply system, sewerage system, waste water treatment system, electricity and lighting system, posts and telecommunications,etc.;

- Objective: development and commercial operation of infrastructure in Phuc Son IP
