Nghe An is located in the centre of the North Central region of Viet Nam; and lies in the West-East economic corridor connected Myanmar – Thailand – Lao – Viet Nam along the National Road 7 to Cua Lo Port.

Geographical location:

Nghe An province is located in the center of Northern Central region of Vietnam, bordering Thanh Hoa to the North, Ha Tinh province to the South, Laos to the West and the China Sea to the East.


Area: 16490.25 km2.



The total population: 2,919,214. Population density: 190.12 ng/km2; Natural population growth rate: 12.5%; The total employment: 1,630,415; the number of people possessing tertiary or higher education: 62,934; Secondary Professional education: 65,380 people. Technical workers: 213,095 people.


Socio-economic situation:

- GDP Growth: 7.0%-8.0%.

- The production value ofagriculture, forestry andfishery: 4.0%-4.5%

- The valueof industrial production–construction: 10.0%-11.0%. Industrial production value: 11.0%-12.0%.

FDI attraction:

As of 2013, there were 37 FDI projects in Nghe An province with total registered capital of USD1,568.47 million, ranking 26th in the country in terms of registered capital. In 2013, Nghe An province granted new investment certificates to 04 projects with total registered capital of USD21.12 million. There were 02 projects with expansion capital of USD01 million. So, in year 2013, the province attracted USD22.12 million of FDI capital, ranking 34th in the country.



Road network: in the province includes Highway 1A, National Roads: 7A, 15A, 46, 48; Ho Chi Minh Highway; the road inwest Nghe An; the Costal Road (Nghi Son-Cua Lo). The total length of provincial roads: 421.39km. The total length of district roads: 3,774km; Intercommune roads: 9,920km, Urban roads: 932.7km

Railway: 84km (North-South railway)

Airline: Vinh Airport; flight route: Vinh - Hanoi, Vinh – Ho Chi Minh City.

Seaports: 12 ports serving transportation domestically and overseas.

Electricity is supplied from the national grid via with two transformer stations.

Water supply system: there are 20 water treatment plants.

Telecommunications: the telecommunication network covers the whole province area since there are branches of all telecommunication service providers.

Banks: there are branches of most of  banks and credit organizations.

Health care: there are 31 public generalhospitals, 12 private hospitals, 1,868 doctors, 20 hospital beds and 8 doctors/10,000 people.

Training& education: there are 05 universities, 06 colleges, 04 professional schools, 61 vocational training institutions, 1070 high schools.


Potential for development:

Mineral Resources:

Nghe An has different types of minerals, distributed in many districts. The minerals in Nghe An have high quality. The main raw material mines are near both the auxiliary material mines and roads, making it favourable for the production of cement ceramics, ultrafine stone powder, tiles, handmade crafts products, etc.

Marine Resources:

Nghe An has a coastline of 82 km and the marine area of 4,230 square miles.Along the coast, there are 6 bays (Con creek, Quen creek, Thoi creek, Van creek, Cua Lo, Cua Hoi) with a depth of 1 to 3.5 m, suitable for vessels of 50-1000 tons.

From the depth of 40 m landward, some regions have relatively flat bottoms. In the outer reef there are many obstacles, sand dunes fish grounds with high economic value. According to the survey of the Institute of seafood, the seaproduct reserves in Nghe An is about 80,000 tonnes andfishingvolume may reach 35-37 thousand tons / year.

Along the coast of Nghe An, there are 3,500 ha of brackish water used for aquaculture and salt production. Currently the province has about 3,000 ha of salt water, brackish water for aquaculture (shrimp, crabs for exports).

Nghe An coast has many beautiful beaches and attractions such as Cua Lo, Nghi Thiet, Cua Hien, Quynh Bang, Quynh Phuong. Though these beaches possess clean water, small waves, gentle slope, medium salinity, favourable positions (near national roads), they have not been fully exploited for.

With the long coastline and many canals, Nghe An has great potentials to develop maritime transport (Cua Cua port and Cua Hoi fishing harbor). Cua Lo port (currently can accommodate vessels of 10,000 MTS and have a storage area of about 13,000 m2) was decided by the State that it will be upgraded and expandedto become a deep water port for vessels of 50,000 tons. The construction workwas started and the expanded portis expected to start operation in 2015. This is a favorable condition for the socio-economic development of Nghe An and the Northern Central provinces in the future.

Forest rosources:

With an area of 885,339 ha of forest, natural forest accounts for a large proportion:732,741ha, cultivated forest: 152,867ha, forest coverage rate: 54%.

Nghe An forest is an important source of raw material for exploitation and industrial development. Total timber reserves is about 52 million m3, of which 42.5 thousand m3 are Pomu. Reserves of bamboo is over 1 billion trees.

Investment incentives:

- Manufacture and businessprojects with investment capital ofVND15 billion or more located in industrial parks which have incomplete infrastructure facilities investedby the State budget or in industrial parks without infrastructure facilities but their detailed plannings were approved, shall be entitled to following incentives:

a) Support for land fill:

Investors are encouragedto do landfilling with their own money. After that, they will receive support from the province budget of 50% of the landfilling costbasing on theirdesign, estimated costs approved by the competent authorities and according to their actual expenditure verified by Department of Finance.

b) Land rent price:

Land rent price is the same as land rent priceapplicable for business and production on non-agricultural landstipulated by the PPC at the time of leasing land plus (+) investment costs for infrastructure construction in industrial parks invested by State budget that is allocated in the form of depreciation of fixed assets for a period of 25 years.

- Forprojects of infrastructure development and commercial operation in industrial parks:

a) Investors are encouraged to perform site clearance. The cost ground clearance shall be deducted from the rent of land under the provisions of law;

b) Investors shall receive support after having performed site clearance basing on their design, estimated costs approved by the competent authorities and according to their actual expenditure verified by Department of Finance.

c) Land Policy: Investors shall receive maximum benefits under provisions of laws;

d) Investors shall be considered for financial support for thecompensation cost of assets attached to land (subject to the availability of the province budget)which is decided by the Provincial People’s Committee after the Standing Provincial People's Council agreed in writing

- For projects located outside Industrial Parks:

a) Investors shall receive financial support from the provincial budget for the development of infrastructure outside border of the project plot;

b) Land Policy:

- Support for labor training: Investors shall receive financial support from provincial budget at the rate of 1,000,000 VND/01 worker for only one time in following cases:

+ The investors employ at least 30 workers (who have permanent residence in Nghe An), sign a labor contract with the worker for 12-month or longer term, dispatchthe worker for retraining at training establishments in or outside the province or overseas, or retrain the worker at the investor’s production establishment and the worker is granted with vocational certificate after finishing the training course.


Economic zones and industrial parks in the province:

Dong Nam Nghe An EZ:

- Area: 18,826.47 ha

- Location: In the Southeast of Nghe An province, including 18 communes of Nghi Loc District, Dien Chau District and Cua Lo Town.

- Comprises two main functional zones(tariffand non-tariff) and Tho Loc IP, Nghi Hoa IP, Nam Cam IP.

- Priority sectors: infrastructure development and commercial operation, urban development, marine transport, cargo services, finance, banking, commerce, tourism, healthcare, education, housing, mechanical, textile, electrical and electronics.

Bac Vinh IP:

- Location: to the South of Dang Thai Mai Street, Hung Dong Commune, Vinh City.

- Area: 60 ha

- Leased land: 100%

Hoang Mai IP I:

- Location: Next to Highway 1A; 10km from Nghi Son EZ, 80km from Vinh City, 7km from Nghi Son Oil Refinery plant, 1km from Hoang Mai Station, 7km from Dong Hoi, 75km from the deep water port of Cua Lo.

- Area: Phase 1: 289.67ha

- This IP was just established by the end of 2011

Dong Hoi IP:

- Location: in Quynh Lap and Quynh Loc communes (belonging to Hoang Mai Urban area);next to Nghi Son Seaport, 5km from Highway 1A and the North-South railway, 80km from Vinh City, 75 km from Cua Lo Port.

- This IP has been just established.

- Tan Ky: 600 ha

- Nghia Dan: 200 ha

- Dinh River: 300 ha

- Phu Quy: 300 ha

- Tri Le: 200 ha


IP Clusters

- There are 08 IP Clusters;Area: 140 ha, most which is leased to investors.

- There are 09 IP Clusters under process of technical infrastructure development;

- There are 10 IP Clusters which have detailed plannings

- By 2020: there will beabout 43IP Clusters in the province


Projects calling for investment:

a. Development and commercial operation of infrastructure inTho Loc IP (located in Dong Nam EZ): 1,200 ha;

b. Development and commercial operation of infrastructure in areas A&D ofNam Cam IP (located in Dong Nam EZ);

c. Development and commercial operation of infrastructure in the non-tariff zone (650 ha), (located in Dong Nam EZ);

d. Development and commercial operation of infrastructure in Tan Ky IP (located in Dong Nam EZ): 600 ha;

e. Development and commercial operation of infrastructure in Hoang Mai 2 IP, Hoàng Mai town (located in Dong Nam EZ): 314 ha;

f. Construction of waste water treatment system(areas: A,B,C,D) – Nam Cam IP, Dong  Nam EZ;

g. Construction of breakwater system and vessel channels in Dong Hoi seaport;

h. Construction of Thermalpowercluster 2 (1,200 MW) inHoang Mai Town;

i. Construction of plants forexploitation, processing of ashlar stone, handicrafts and ultrafine stone powder in Dong Nam EZ, Industrial Parks: Dinh River, Tan Ky, Nghia Dan.
